Canopy Lifting Ballarat
Canopy lifting means removing a tree’s lowest limbs so there’s clear space underneath. The real question is how high, and in this region the answer is often set for you: CFA’s standard bushfire conditions call for 4 m of clear height over driveways and at least 2 m under branches near a house, and footpath clearances vary from one council to the next.
This page is from Tree Removal Ballarat. It explains how to work out the right clearance for your property and what to check before branches come off.

How much clearance do you need?
| What needs to fit underneath | Clearance to aim for |
|---|---|
| Public footpath or road beside your property | Set by council local law, and it varies. Knox requires 2.5 m over footpaths and 5 m over roads, while Greater Shepparton requires 3.5 m. Check the City of Ballarat’s local law, or your own council’s if you’re outside the city. |
| Cars, caravans and trucks on your own driveway | Measure the tallest vehicle that will use it and allow extra for branches dipping when wet or in full leaf. Trucks can be up to 4.3 m high. |
| Driveways on properties with a CFA bushfire management plan | CFA’s standard access requirements call for the driveway to be clear of encroachments at least 4 m vertically and 0.5 m each side. |
| Trees around a house under a bushfire management plan | CFA’s standard defendable space conditions require at least 2 m between the lowest branches and the ground. |
Branches sit lower than they look on a dry winter day. Deciduous trees lifted while bare will hang lower once they’re in full leaf, and any tree droops further after rain. Lifting to a measured height with a margin saves doing the job twice.
Why higher isn’t always better
Every limb removed takes away leaves the tree uses to feed itself. Lift too much and the remaining foliage ends up bunched at the top. That puts more of the tree’s weight and wind load high up and leaves long bare limbs with growth only at the tips. Good canopy lifting takes the fewest, smallest branches needed to reach the clearance and cuts them cleanly at the branch collar, in line with AS 4373, the Australian standard for pruning.
On young trees, lifting is often done in stages over a few years so the trunk can thicken and the tree isn’t stripped all at once.
What changes across Ballarat
The same job plays out differently depending on where the tree is.
Bush-edge suburbs: Mount Clear, Mount Helen, Buninyong, Brown Hill and Canadian
Parts of these suburbs sit under the Bushfire Management Overlay, which takes in homes in Brown Hill, Ballarat East, Buninyong, Mount Clear, Mount Helen and Ross Creek, as well as properties backing onto the Creswick and Canadian state forests. CFA has prepared township protection plans for Mount Clear and Mount Helen, and for Buninyong and the Brown Hill, Nerrina and Invermay area. If your home was built under a bushfire management plan, its conditions usually set the clearance: at least 2 m under branches near the house and 4 m over the driveway. Lifting to those heights is a compliance job, not just a tidy-up.
Heritage streets around Lake Wendouree and central Ballarat
The big street trees here are often heritage-listed plantings, such as the pollarded elms in Dawson Street South and the English oaks in Carlton Street. Those belong to council. Large private trees in the same streets may also sit under a heritage overlay, so check whether pruning needs a permit before booking.
Elms anywhere in the city
The City of Ballarat describes its elms as one of the most significant private and public elm populations in the world, and says most of them carry elm leaf beetle, which reached Ballarat by 2001. An elm that’s been stripped by beetles over summer is already short on leaf, so it makes sense to keep any lifting light and do it once the tree has recovered rather than straight after an attack.
Wind-exposed properties
Ballarat gets regular damaging wind. In the late August to early September storms of 2024, the SES logged 137 requests for help around Ballarat, including 61 trees down. The south-east of the city was hit hardest, with gusts of 90 to 100 km/h.
Canopy lifting doesn’t make a tree more wind-firm, and over-lifting can do the opposite by shifting weight to the top. If wind is your real worry, an arborist assessment is the better starting point.
Before you book
- Is it your tree? Street trees on the nature strip are council’s. Ask council rather than lifting them yourself.
- Is it protected? Pruning can need a permit if the tree is under a heritage overlay or on the City of Ballarat’s Exceptional Tree Register. Our arborist page explains how to check.
- What’s the target height? Measure the tallest vehicle or the clearance council requires, so the quote can be priced to that height.
How a job runs
- Send photos and the target height. Tell us what needs to fit underneath, such as a caravan, a truck or a footpath.
- Quote. The quote states the clearance being lifted to and what happens to the branches.
- The work. Lower limbs are removed back to the branch collar until the agreed clearance is reached.
- Clean-up. Branches are dealt with as set out in the quote.

Shared driveways, car parks and schools
On shared sites, canopy lifting is usually about car spaces, bin truck access and sightlines rather than looks. For unit and townhouse developments, see tree work for body corporates. For school grounds, see school tree services.
Common questions
How often does canopy lifting need doing?
It depends on the species and how much was removed last time. Fast-growing trees send new low growth back into the cleared space sooner. Lifting to a measured height with some margin stretches the time between visits.
Will lifting the canopy harm my tree?
Not when the amount removed is kept in proportion and cuts are made at the branch collar. Problems come from stripping too many lower limbs at once or cutting branches back to stubs.
My neighbour’s tree hangs low over my driveway. Can it be lifted?
Talk to your neighbour first. It’s their tree, and the work goes more smoothly when both sides agree on how high to lift and who pays.
Is canopy lifting the same as removing a tree’s lower branches for fire safety?
It’s the same work, but the target is different. Bushfire management plans set the height (at least 2 m under CFA’s standard conditions) and sometimes require more clearance around buildings and driveways, so check your plan’s wording first.
